Selwyn spent two decades as one of the country's fastest-growing districts, and Rolleston, Lincoln and Prebbleton wear it: young families, city payrolls, and estate after estate of covenant-planned subdivision. That growth wrote the district's granny-flat rules in private ink (the covenant on your title often matters more than any public standard), while the older townships and the plain's lifestyle blocks keep the easy, generous sections. The rule that applies everywhere

Since January 2026, a stand-alone home of up to 70 m² no longer needs building consent anywhere in New Zealand, provided licensed professionals design and build it. The Building Code still applies in full, the council is notified through the exemption paperwork rather than a consent application, and your district plan keeps setting the ground rules for where and how it sits on the section.

What Selwyn District Council still controls

The district plan provides conventionally for residential and rural zones, and its arithmetic rarely blocks a 70 m² footprint on the district's section sizes. The decisive private layer is covenants: much of Selwyn's newer housing carries them, and some restrict second dwellings outright. Braided margins (Waimakariri, Selwyn, Rakaia) carry flood notations for low blocks, and dairy-country builds add effluent-area siting to the services trio.
