Since January 2026, a stand-alone home of up to 70 m² no longer needs building consent anywhere in New Zealand, provided licensed professionals design and build it. The Building Code still applies in full, the council is notified through the exemption paperwork rather than a consent application, and your district plan keeps setting the ground rules for where and how it sits on the section.

What Hastings District Council still controls

The district plan's residential and plains zones carry conventional coverage and setback standards that the district's generous sections usually clear. The decisive layer is the post-cyclone flood mapping across parts of the plains, which sets floor levels and siting where it applies. Orchard and rural blocks add the standard services questions, and the boundary with Napier City matters: two councils share the plains with separate plans and separate maps, and your address picks the set.

How do I know if Hastings or Napier rules apply to me?+

By the territorial boundary, which runs through the plains rather than around them: Havelock North, Flaxmere and the orchard country are Hastings; Taradale and the city side are Napier. Each council runs its own plan and its own post-cyclone flood maps. The feasibility pass confirms the right set for your address before anything is signed.

Can I house RSE or orchard staff in a new build?+

Yes: a compliant 70 m² two-bed meets tenancy and accommodation standards that bunk-style options often can't, and growers get retention value from housing permanent staff properly.
