Porirua wraps its harbour with two housing stories: established suburbs (Titahi Bay, Cannons Creek, Ranui) whose generous sections were platted for bigger households than today's, and a northern growth corridor filling as fast as it can be built. The rule that applies everywhere

Since January 2026, a stand-alone home of up to 70 m² no longer needs building consent anywhere in New Zealand, provided licensed professionals design and build it. The Building Code still applies in full, the council is notified through the exemption paperwork rather than a consent application, and your district plan keeps setting the ground rules for where and how it sits on the section.

What Porirua City Council still controls

The district plan's residential zones carry the region's usual arithmetic (coverage, setbacks, height to boundary), and Porirua's older suburbs' deep sections often clear it comfortably. Hill addresses bring slope, retaining and access into the feasibility read, while the flatter bays and valley floors check harbour-edge and stream-margin layers. Northern growth estates add the customary covenant read.
